During Wars: War Waves
Not During Wars: Vur Men Ruins.
The reasoning? These have the highest Level to Exp ratio. Each kill in the Vur Men Ruins gets you Level*10 Exp and war waves vary (If you get a pack of weak monsters you get like 300+ EXP but I got 60 from an Opticlops) but it is overall more efficient because there is no running around a dungeon.

They are both scaled quest.
But yes, Jartix is right. Moonglow is eccelent farming for low-mid levels. But VurMen are scaled and 280 EXP per kill is nothing to ignore.

I've found an even better EXP farming spot.
Belly Of the Beast (trobbles quest from Rhubarb's random quests)
If you click on Rhubarb's random quests, and get something other than the one with Trobbles, then just click "more" then "back"...repeat until it gives you the Trobbles quest. It's not quite as fast as Vur'men, but the extra EXP makes up for it. It saved me a whole lot of time going from lvl 32 to 33 with my mage. I couldn't believe how fast I was gaining EXP. At lvl 32, it was giving me well over 3000 EXP per run.

Awesome. Now I can get to 39 even faster, if I put my hopes back into DF

Farming the Belly of The Beast, you could easily gain a level each day, without even putting much effort into it.
