Nemesis only has Melee attacks, though...and depending on his level, with high STR, at lvl 90, he can do 4 hits with a melee weapon, which is pretty good. As long as you only have Melee weapons.
Valhallen does 3 hits at lvl 90, and converts the first hit to Ranged damage, so with high DEX and STR, Valhallen might be a good option as well as long as you only have Melee weapons.
Without INT, I assume you have no Magic weapons, which would be useless to you.

But with Reign Being Most offensive, Wouldn't that be a better choice for Str?

That kind-of depends on whether or not he has the FULL Reign set or not...if he's just getting the armor, I'd go with Nemesis
