Not bad, though the light resistance is way too high (low). Lower to about 115 or 120.

not that bad actually, the light damage taken makes up for the REALLY low defenses for the other stats, so, I think it's actually an overall decent armor, now, as for the attacks/specials, not sure about that

It costs 2,000,000 gold... it's very powerful, and even has a chance of not attacking+losing 30 HP. It's pretty balanced.

Yes, but even so, it is not balanced. Believe me, I spend a lot of my time in the Suggestions board, whereas you are in OOC. Trust me, even for "Comes with a price". 250% res to light is way too high.

It's more uber than any other uber in the game. melee defense of 80? It wouldn't matter if the elemental defenses were all 100% or more, you still wouldn't get hit hardly at all....especially if you wore NMS with it, and one of the Prime treasures.
