It was an Ice Uber weapon. During the Xan war, so now it's gone. But it was free and had a killer special.

the lvl 28 version required 30 Defender medals to get it out of the chest...lol. You'd think a Rogue could figure out a way to just pick it up out of the chest along with the free ones when no one was looking.

And why do you need expirience to hold a weapon?
"Ooh, I'm not expirienced enough, I can't weild this dagger"
